Physical Planning Technologies (PPT) was incorporated in early 1996 by a team of experienced engineering and business professionals with the purpose of developing a lifecycle based technology to profile the future capital renewal needs of major assets. During the initial stages of product design, the specific reporting requirements of asset Owners/Managers were analyzed and documented via a formal business design process. The experience and knowledge of the business design and programming team was added and then merged to create ReCAPP , a unique database software application from which a series of powerful decision-making tools have evolved enabling the strategic management and analysis of major capital assets.

 

Since the first release of ReCAPP in 1997, numerous product enhancements have been identified based on the changing needs of business managers to deal with their investments in physical assets. The system and its methodologies evolved into TCPS , or Total Capital Planning System. TCPS includes modules that meet the management requirements of all facets of capital, including new capital (StratCAPP ), renewal-based capital (ReCAPP ), program related capital (ProCAPP ), and code and compliance issues related to risk (EnviroCAPP ). This approach offers financial management with the ability to allocate funds based on corporate strategic goals, rather than purely functional or technical need.

 

Many of these features have come from the growing constituency of ReCAPP clients across a wide variety of asset-based settings that continues to expand both within North America and internationally. Users of the system represent a significant cross-section of governmental, institutional and corporate sectors including school boards, universities, colleges, federal agencies, municipalities, health care, industrial, financial, telecommunications and real estate property management.

 

PPT is a privately owned corporation consisting of a team of key professionals who are responsible for product management, development and technical support of the ReCAPP system.

PPT s Total Capital Planning System (TCPS ) is a solution connected to the strategic goals of an organization to maximize returns through the effective management of the investment in physical assets by:

         Integrating asset management with other corporate functionalities;

         Connecting to the financial productivity of the organization;

         Identifying the funding gap.

 

TCPS provides an organization with a set of methodologies and technologies to help senior management effectively manage the Capital expenditures associated with their physical assets, and identify and solve aging physical asset issues before they become problems in the future. ReCAPP (Renewal Capital Asset Planning Process) helps you plan and prioritize the renewal of your physical assets using lifecycle planning principles. Using ReCAPP , you determine funding levels based on maintenance practices, desired condition values, and financial returns.

 

Few organizations are equipped to handle the sometimes overwhelming spending swings associated with the repair and replace activities of deteriorating assets. The amount of funding in renewal can have a direct and profound effect on the value of the investment. All assets degrade over time. The only way to accurately know your organizations exposure is to have a detailed understanding of your physical assets.

The TCPS suite of software modules, ReCAPP , ProCAPP , EnviroCAPP and StratCAPP , are accessed through a Web server, with direct access to the database server through ODBC (TCP/IP, IPX/SPX or Named Pipes). End-users will then have access to the main TCPS database through Internet Explorer. For users who want the richer interface of a true Windows application, wedded to the convenience of Web deployment, we offer our entire suite of applications as ActiveX programs, which can be easily deployed and will automatically run within an Internet Explorer browser. Currently, the majority of TCPS users either enter information or run reports. PPT offers Data Manager.WEB which is a full thin-client interface, accessible from any client computer.

 

The Thin Client option works best for organizations fitting the following model:

         A large, scattered user base

         Users with slow data connections (i.e. modems)

         Users external to the organization

         A no downloads policy for new applications

         If PPT does not host, you will require some comfort level with a .NET server

 

The ActiveX option works best for organizations fitting the following model:

         A large, scattered user base

         The majority of users have fast connections

         Users would benefit from a rich Windows interface

The Web server can be located outside, inside or on the firewall, depending on your required network security configuration. Thus, an organization can host these applications itself, or utilize PPT as the hosting organization. Web Hosting requires acquisition and use of at least one of the four applications, and pricing is based on the number of concurrent users the Customer requires. If the Customer doesn t require Web capability, and needs only a Client Server version of the Software (meaning that the database will be managed and maintained centrally), then Client Server Discount pricing is available.

 

Compatibility

The software modules can also be deployed through Citrix. The application(s) itself resides on a Citrix server with direct access to the database server through ODBC (TCP/IP, IPX/SPX or Named Pipes). End-users will access TCPS through a Citrix client. The Citrix server can be located outside, inside or on the firewall depending on your required network security configuration. For the Thin Client version, we recommend a P4/3.0 Server with 2GB RAM. Microsoft s .NET framework must be installed on the server. There are no requirements for the client computer, other than IE 5.0+. For the ActiveX version, we recommend a P3/1.0 with 128MB RAM for the client; the application server should be a P4/3.0 with 2GB RAM, with MS Windows NT4 Server SP6a or higher; or MS Windows 2000 Server SP2 or higher.

 

 

 

 

 

 

 

 


 

Client / Server Capability Back to Contents

For organizations with relatively few users, or a centralized location, the Contractor offers client/server applications for the TCPS suite of software modules, ReCAPP , ProCAPP , EnviroCAPP and StratCAPP . These are Windows installations, and so do not require a costly web server. Client / Server configuration requires acquisition and use of at least one of the four applications. If the Customer chooses a Client Server version of the Software (meaning that the database will be managed and maintained centrally), then Client Server Discount pricing is available. For the Desktop version, the client requirements are the same as the ActiveX version, but you do not need an application server.

 

The Desktop Solution works best for organizations fitting the following model:

         A small, central user base

         Low IT involvement

         The majority of users have fast connections

 

Compatibility

The Customer can choose to run TCPS on either an Oracle or SQL Server. (If the Customer is running only one TCPS application, it can choose Access as well). The server requirements for the database mainly depend on the number of photographs the Customer is storing, since photos take up the most capacity.

 

 

 

 

 

 

 

 


 

TCPS Tools & Software Back to Contents

In addition to the core products -- ReCAPP , ProCAPP , EnviroCAPP and StratCAPP --, PPT offers ancillary software tools to facilitate the gathering of Customer data and their insertion into the product databases. These tools include the ART (Asset Review Tool), and AVS (ASSET Validation Survey) on both PCs and tablets. ART is included in the base software price for each product module because it is an integral part of the data gathering process, ensuring that as much of the Customer s proprietary and existing data concerning its physical assets is brought into the database during the set up phase as is possible. The tool is tailored to the Customer s database configuration and is used to allow the Customer s employees who are responsible for the management of its physical assets to furnish current information on those assets through a pre-formatted questionnaire template.

 

AVS is a tool that allows the Customer to direct and control the activities of assessors who will be validating modeled data from the database on behalf of the Customer. The assessors may be external resources or internal Customer resources. The validation activities will comprise reviewing and assessing physical assets regarding condition, functionality, and regulatory compliance based on the Customer s priorities in each of these areas. In the Contractor s suite of tools and software, events are defined as activities (e.g., component replacement, component upgrade, compliance construction) that will require a capital spending commitment by the Customer; the emphasis with AVS is on projected events in each of these three aspects (i.e. condition, functionality, and regulatory compliance) of the Customer s physical asset portfolio for the upcoming five-year period.

The AVS tools and software can reside on any Microcomputer running Windows Operating Systems from Windows 98 and Windows 98 SE to Windows XP Professional. Minimum recommended CPU for the client machine is Pentium III or equivalent running at 800 Mhz. In addition, the tools and software can reside on Tablet PC s running Windows ME Operating System.

 

 

 


 

Contractor Web Hosting (ASP Service) Back to Contents

With a Contractor Web Hosting arrangement or ASP Service, the Contractor will retain the product database(s) on its servers. The Customer can access the database over the Internet, and can either make changes and updates itself or supply the changes and updates to the Contractor for entry into the database. The Contractor will provide pricing if the Customer wishes to have the Contractor effect these changes and updates. The Contractor ASP Service offers the following advantages to the Customer:

  1. Contractor will maintain security, server availability, etc. instead of Customer, and will commit to performance standards
  1. The Customer has the option of outsourcing data management functions to the Contractor
  1. Internal firewall considerations for the Customer aren t applicable

 

Compatibility

If residing on an application or database server to be accessed via Web Hosting or Citrix Server, the Microcomputer must utilize Windows NT4 Server SP6a or better or Windows 2000 Server SP2 or better as its Operating System. Minimum recommended CPU is Pentium IV or equivalent running at 1.7 Ghz.

In addition to ASP Hosting, PPT fulfills the Super User role on behalf of the customer entering changes to the database as provided by the customer.

 

Terms & Conditions

  1. Pricing for ASP Services is separate from Licensing and Implementation Fees, which will still apply in accordance with the Software Pricing Policy as described in Section 9 herein.
  1. The Client will be permitted 10 Named Users per Concurrent User.
  1. The Named User Fee will apply when the number exceeds 10 and the Client chooses not to increase the number of permitted Concurrent Users.
  1. The Client must provide 90 days advance notice that it wishes to use the ASP Service.
  1. Minimum term is 12 months starting at the end of the 90-day notice period or completion of Implementation, whichever is later. The contractor will notify the customer at least 90 days in advance of renewal, and Customer must commit to renewal no later than 45 days in advance of ASP Service termination.
  1. Fees will be invoiced monthly in arrears with net 30 day terms.

 

Performance Standards

  1. PPT guarantees a minimum of 90% availability of the PPT Server or PPT will refund 2% of the Annual Support Fee for the month in which such minimum availability has not been met.
  1. PPT shall maintain sufficient capacity for the PPT Server and Internet connectivity throughout the term of the Agreement to accommodate growth in user numbers and overall traffic levels in respect of the Software, provided Client has given PPT prior written notice of an accurate estimate of same.
  1. PPT shall use reasonable commercial efforts to monitor the PPT Server to ensure that all service-impacting incidents are detected and addressed prior to inquiry from Client. Should an instance occur when the PPT Server is not accessible (an "Incident") (e.g. unexpected downtime), Licensor shall inform Client by electronic mail within fifteen (15) minutes after learning of the Incident. PPTshall report to Client s designated technical contact person by electronic mail every sixty (60) minutes regarding the status of the Incident, until resolution is reached.
  1. PPT shall use commercially reasonable efforts to correct "minor bugs" associated with the Incident within seven (7) business days after the discovery of the Incident, and "major errors" associated with the Incident within two (2) business days after the discovery of the Incident. Client and PPT shall use commercially reasonable efforts to agree upon whether an Incident is a "minor bug" or a "major error" within four (4) hours of the Incident. Failing such agreement, PPT, acting reasonably, shall make such determination.
  1. PPT shall use commercially reasonable measures to avoid unauthorized access to and changes to content published on the PPT Server.
  1. PPT agrees to back-up the PPT Server at least once per day and to store all back-up materials in a secure environment that is equipped to handle the back-up media. Off-site storage of the back-up materials will be performed on a weekly basis.
  1. Upon written notice from Client not more often than once each month, and also in the event of termination of the ASP Service, PPT agrees to transfer to Client a complete copy of Client s data that has been posted to the PPT Server and that is current at the time. The transfer will occur by either copying files onto media supported by PPT and provided by Client or by electronic mail. The transfer method will be selected by Client in its discretion no later than two (2) business days before the time the transfer is to take place. In the event such transfer results from the termination of the License Agreement, PPT shall maintain one complete electronic version of Client s data (and shall "wipe" all other versions thereof off of its computers and media, including back-up copies). PPT shall be entitled to keep such version for evidentiary purposes only.
  1. Client understands and agrees that PPT will be required to perform regular monthly maintenance, with the maximum time required for such maintenance being eight (8) hours per month. As there is a risk that the PPT Server may not be available during such maintenance, PPT agrees to provide Customer with notice in advance of such maintenance. PPT shall use reasonable commercial efforts to conduct any scheduled maintenance on the PPT Server during hours when the number of users using the PPT Server is low, compared to overall user access rates.
  1. Internet protocol addresses that are assigned to Client for Access will be retained by PPT in the event that the License Agreement is terminated.

 

 

 

 

 

 

 

 


SIN 132-34: SOFTWARE MAINTENANCE

The Contractor, without additional charge to the ordering activity, shall provide a toll-free hot line technical support number 1-866-278-7784 for the purpose of providing user assistance and guidance in the implementation of the software. The technical support number is available Monday through Friday, from 8:30am to 4:30pm Eastern Time.

 

 

 

 

 

 

 

 


 

Software Maintenance Back to Contents

Software maintenance service shall include the following:

Contractor agrees that any new release versions or updates of the Software, which contain either minor enhancements to the Software or corrections to deficiencies where the Software does not perform according to the Documentation ( New Versions ) and which become generally available during the Warranty Period, shall be provided to Customer free of charge. New Versions which become generally available during the Support Period (as hereinafter defined)shall be provided to Customer during the Support Period, for as long as Customer continues to pay the Annual Support Fee. For certainty, New Versions do not include any new releases which contain enhanced functionality. Any New Versions shall be considered "Software."

a)       The Contractor shall honor orders for periods for the duration of the contract period or a lessor period of time.

b)       Maintenance may be discontinued by the ordering activity on thirty (30) calendar days written notice to the Contractor.

c)       Annual Funding. When annually appropriated funds are cited on an order for maintenance, the period of the maintenance shall automatically expire on September 30 of the contract period, or at the end of the contract period, whichever occurs first. Renewal of the maintenance orders citing the new appropriation shall be required, if the maintenance is to be continued during any remainder of the contract period.

d)       Cross-Year Funding Within Contract Period. Where an ordering activity s specific appropriation authority provides for funds in excess of a 12 month (fiscal year) period, the ordering activity may place an order under this schedule contract for a period up to the expiration of the contract period, notwithstanding the intervening fiscal years.

e)       Ordering activities should notify the Contractor in writing thirty (30) calendar days prior to the expiration of an order, if the maintenance is to be terminated at that time. Orders for the continuation of maintenance will be required if the maintenance is to be continued during the subsequent period.

 

 

 

 

 

 

 

 


 

Annual Support Back to Contents

Customer acknowledges that, for so long as Customer pays the Annual Support Fee, Contractor shall, in addition to New Versions, provide to Customer technical support.

 

Technical support shall be limited to a maximum hourly allotment during each annual Support Period based on the Annual Support Fee. Any unused Support hours at the end of an Annual Support Period are not transferable to a subsequent annual Support Period. Customer acknowledges that Contractor is not obligated to support other than the current version, or the immediately preceding version, of the Software.

 

Invoices for maintenance service shall be submitted by the Contractor on a quarterly or monthly basis, after the completion of such period. Maintenance charges must be paid in arrears (31 U.S.C. 3324).

 

 

 

 

 

 

 

 


 

Utilization Limitations Back to Contents

a)       Software acquisition is limited to commercial computer software defined in FAR Part 2.101.

b)       When acquired by the ordering activity, commercial computer software and related documentation so legend shall be subject to the following:

1)       Title to and ownership of the software and documentation shall remain with the Contractor, unless otherwise specified.

2)       Software licenses are by site and by ordering activity. An ordering activity is defined as a cabinet level or independent ordering activity. The software may be used by any subdivision of the ordering activity (service, bureau, division, command, etc.) that has access to the site the software is placed at, even if the subdivision did not participate in the acquisition of the software. Further, the software may be used on a sharing basis where multiple agencies have joint projects that can be satisfied by the use of the software placed at one ordering activity's site. This would allow other agencies access to one ordering activity's database. For ordering activity public domain databases, user agencies and third parties may use the computer program to enter, retrieve, analyze and present data. The user ordering activity will take appropriate action by instruction, agreement, or otherwise, to protect the Contractor's proprietary property with any third parties that are permitted access to the computer programs and documentation in connection with the user ordering activity's permitted use of the computer programs and documentation. For purposes of this section, all such permitted third parties shall be deemed agents of the user ordering activity.

3)       Except as is provided in paragraph 6.b(2) above, the ordering activity shall not provide or otherwise make available the software or documentation, or any portion thereof, in any form, to any third party without the prior written approval of the Contractor. Third parties do not include prime Contractors, subcontractors and agents of the ordering activity who have the ordering activity's permission to use the licensed software and documentation at the facility, and who have agreed to use the licensed software and documentation only in accordance with these restrictions. This provision does not limit the right of the ordering activity to use software, documentation, or information therein, which the ordering activity may already have or obtains without restrictions.

4)       The ordering activity shall have the right to use the computer software and documentation with the computer for which it is acquired at any other facility to which that computer may be transferred, or in cases of disaster recovery, the ordering activity has the right to transfer the software to another site if the ordering activity site for which it is acquired is deemed to be unsafe for ordering activity personnel; to use the computer software and documentation with a backup computer when the primary computer is inoperative; to copy computer programs for safekeeping (archives) or backup purposes; to transfer a copy of the software to another site for purposes of benchmarking new hardware and/or software; and to modify the software and documentation or combine it with other software, provided that the unmodified portions shall remain subject to these restrictions.

5)       "Commercial Computer Software" may be marked with the Contractor's standard commercial restricted rights legend, but the schedule contract and schedule pricelist, including this clause, "Utilization Limitations" are the only governing terms and conditions, and shall take precedence and supersede any different or additional terms and conditions included in the standard commercial legend.

 

 

 

 

 

 

 

 


 

SIN 132-50: CLASSROOM TRAINING Back to Contents

 

 

Scope

1)       The Contractor shall provide training courses normally available to commercial customers, which will permit ordering activity users to make full, efficient use of general purpose commercial IT products. Training is restricted to training courses for those products within the scope of this solicitation.

2)       The Contractor shall provide training at the Contractor's facility and/or at the ordering activity's location, as agreed to by the Contractor and the ordering activity.

 

Order

Written orders, EDI orders (GSA Advantage! and FACNET), credit card orders, and orders placed under blanket purchase agreements (BPAs) shall be the basis for the purchase of training courses in accordance with the terms of this contract. Orders shall include the student's name, course title, course date and time, and contracted dollar amount of the course.

 

Time Of Delivery

The Contractor shall conduct training on the date (time, day, month, and year) agreed to by the Contractor and the ordering activity.

 

Cancellation And Rescheduling

1)       The ordering activity will notify the Contractor at least seventy-two (72) hours before the scheduled training date, if a student will be unable to attend. The Contractor will then permit the ordering activity to either cancel the order or reschedule the training at no additional charge. In the event the training class is rescheduled, the ordering activity will modify its original training order to specify the time and date of the rescheduled training class.

2)       n the event the ordering activity fails to cancel or reschedule a training course within the time frame specified in paragraph a, above, the ordering activity will be liable for the contracted dollar amount of the training course. The Contractor agrees to permit the ordering activity to reschedule a student who fails to attend a training class within ninety (90) days from the original course date, at no additional charge.

3)       The ordering activity reserves the right to substitute one student for another up to the first day of class.

4)       In the event the Contractor is unable to conduct training on the date agreed to by the Contractor and the ordering activity, the Contractor must notify the ordering activity at least seventy-two (72) hours before the scheduled training date.

 

Follow-Up Support

The Contractor agrees to provide each student with unlimited telephone support for a period of one (1) year from the completion of the training course. During this period, the student may contact the Contractor's instructors for refresher assistance and answers to related course curriculum questions.

 

Price For Training

The price that the ordering activity will be charged will be the ordering activity training price in effect at the time of order placement, or the ordering activity price in effect at the time the training course is conducted, whichever is less.

 

Invoices And Payment

Invoices for training shall be submitted by the Contractor after ordering activity completion of the training course. Charges for training must be paid in arrears (31 U.S.C. 3324).

 

Format And Content Of Training

1)       The Contractor shall provide written materials (i.e., manuals, handbooks, texts, etc.) normally provided with course offerings. Such documentation will become the property of the student upon completion of the training class.

2)       For hands-on training courses, there must be a one-to-one assignment of IT equipment to students.

3)       The Contractor shall provide each student with a Certificate of Training at the completion of each training course.

4)       For those courses conducted at the ordering activity s location, instructor travel charges (if applicable), including mileage and daily living expenses, must comply with the Federal Travel Regulation or Joint Travel Regulations, as applicable, in effect on the date(s) the travel is performed. Contractors cannot use GSA city pair contracts.
