Substitute for Education Requirement Policy
The Traffic Group, Inc. recognizes varying levels of education and experience in their position descriptions. The Traffic Group, Inc. maintains that many times experience is as or more important than formal preparation. Therefore, it is policy to substitute two years of related experience for one year of higher education where appropriate and with the client's approval.
Labor Category: Sr. Traffic Engineer
Minimum Experience:
10+ years experience in Traffic Engineering. Must possess detailed knowledge of traffic engineering and transportation planning principles and design.
Position Duties/Responsibilities:
- Prepares Traffic Impact Studies, including preparation of text for reports.
- Coordinates design/drafting personnel for studies when needed.
- Provides expert testimony at hearings for projects.
- Prepares proposals for new projects; follows up completed projects to see if additional services are required.
- Attends team meetings and meetings with government officials to discuss projects and resolve problems associated with obtaining zoning approvals.
- Assists with client billing.
- Assists with evaluations of personnel performance.
- Provides input on corporate financial strategy.
- Provides input on corporate administrative issues.
- Carries out company policy and procedures.
- Performs other duties as required.
Minimum Education:
B.S. Degree in Civil Engineering or equivalent longstanding professional experience (10+ years); P.E. registration highly desirable.
Labor Category: Traffic Engineer
Minimum Experience:
3-5 years experience as a traffic engineer. Must possess a thorough understanding of engineering principles and traffic-related theories and models

Labor Category: Graphics Specialist II
Minimum Experience:
5+ years design experience in the traffic engineering field, plus 2-3 years of CADD experience. Must be creative and must have good people and management skills. Must possess detailed knowledge of AutoCAD and Microstation software. Engineering short courses or undergraduate engineering courses desirable. Written/oral skills in the English language is required. Ability to accurately represent The Traffic Group, Inc. at client meetings is a must.
Position Duties/Responsibilities:
- Produce CADD drawings and files.
- Perform advanced CADD layout tasks.
- Prepare drawings for project submissions.
- Revise or change drawings; trace or copy existing drawings; and complete calculations with specific engineering instruments.
- Ensure drawing deliverables are accurate, complete and in compliance with company and client CADD / drawing standards.
- Maintain continuing education for MicroStation software.
Minimum Education:
High School Diploma
Labor Category: Graphics Specialist I
Minimum Experience:
2-4 years experience; drafting, CADD experience preferred.
Position Duties/Responsibilities:
- Designs traffic signals, traffic signal pavement marking plans, traffic signal interconnect and traffic control plans using CADD systems.
- Performs field work, including but not limited to, surveying of site geometrics, condition diagrams and photos.
- Interfaces with clients and/or State Highway Administration on issues dealing with design.
- Maintains drawing files.
- Makes routine pick-ups and deliveries as necessary.
- Carries out company policy and procedures.
- Performs other duties as assigned.

Labor Category: Director - Data Collection
Minimum Experience:
10 years experience plus an understanding of data collection activities and procedures; extensive management and personnel skills in dealing with low to middle income employees. Understanding of corporate finances is highly desirable.
Position Duties/Responsibilities:
- Manages Field Services Department, overseeing all private and government projects.
- Supervises 40+ field service personnel at home office and all satellite offices.
- Oversees and assists all project managers, assistant project managers and field supervisors in all decision-making responsibilities.
- Serves are primary liaison for Field Services Department with government agencies, private clients and vendors.
- Performs employee evaluations.
- Reviews and corrects timesheets of field service offices and field personnel.
- Prepares payroll of field personnel for Accounting/Human Resources Department.
- Prepares billing information for private projects.
- Prepares and/or reviews billing and invoice information for government projects.
- Maintains work-in-process for government projects.
- Devises proforma information for all field departments and government projects.
- Devises, maintains and revises budgets (expenditures) for all field departments and government projects.

Minimum Experience:
3-5 years project management experience desired; knowledge of various computer software programs related to traffic engineering a must.
Position Duties/Responsibilities:
- Schedules traffic counts for field personnel (2-6 persons).
- Analyzes and disseminates incoming traffic data from satellite offices and Towson office.
- Prepares and submits data to various agencies, i.e. state, local and private.
- Serves as liaison for Field Services Department with state and local governments, private clients and vendors.
- Conducts and manages special traffic counts when needed, such as speed counts, license plate counts and others.
- Performs field tests of new traffic counting equipment; tests new computer software related to traffic counting.
- Purchases supplies and equipment for Field Services Department.
- Repairs traffic counting equipment.
- Carries out company policy and procedures.
- Performs other duties as assigned.
Minimum Education: High school diploma required; specialized college courses in business and traffic engineering a plus.
Labor Category: Technician I
Minimum Experience:
Good Driving Record. Knowledge of computers required.
Position Duties/Responsibilities:
- Programs and places traffic counting machines and tubes onto roadways as instructed.
- Collects traffic counting machines at conclusion of counts.
- Downloads data from traffic counters to computer and prepares printouts.
- Conducts turning movement counts when requested.
- Helps to maintain traffic counting equipment.
- Carries out company policy and procedures.
- Performs other duties as assigned.
