DOWCAR s uniqueness is in combining HAZWOPER training with emergency spill response training to provide a more realistic environment for participants and the ability to customize the training to each locale and client s needs. No other training company can provide effective River Emergency Response Training for spills in fast waters and HAZWOPER Training in one course. And we also provide Coastal Emergency Response Training, Extreme Cold Weather Response Training, Qualified Individual (On Scene Commander) Training and either the River Emergency Response or HAZWOPER Training individually. Because DOWCAR is a small company, changes can be incorporated quickly which allows for easy customization to meet any client s request.

Annual Refresher for Inland Waters Oil Spill Response Course (AR-IWOSR) This is a 24 hour/3 day hands-on refresher course meeting OSHA 1910.120(q)(6) (iii) requirements for First Responders involved in Emergency Response and Cleanup of Oil/Petroleum Products/Hazardous Substances and Hazardous Substance spills on Land and Inland Waterways. This course teaches the skills required to respond to an Oil/Petroleum Products/Hazardous Substances spill in Inland Fast Water and Land environments as well as proper Personal Protective Clothing and Strategies. Pricing is per person and does not include personal expenses. This course is offered on the first three days of each Inland Waters Oil Spill Response Course. Coastal Waters Oil Spill Response Course (CWOSR) - This 40 hour/5 day course meets OPA 90 requirements and teaches the skills needed to respond to Oil/Petroleum Product/Hazardous Substances spills in Coastal and Open Water environments. Instruction is provided on the safe selection and proper implementation of response techniques and utilization of oil spill response equipment, materials and manpower with hands-on exercises each afternoon. Inland Waters Oil Spill Response Course (IWOSR) This 56 hour/5 day hands-on course teaches the skills required to respond to an Oil/Petroleum Products/Hazardous Substances spill in Inland Fast Water and Land environments. OPA 90, OSHA HAZWOPER requirements and Incident Command System team building are incorporated into the course. Training culminates in a full scale Oil/Petroleum Products/Hazardous Substances response exercise. Pricing is per person and does not include personal expenses. Marina Oil Spill Response Course (MOSRC) This 4 day/40 hour course provides compliance for both OPA 90 and OSHA 1910.120(q)(6)(iii) for Marina and Waterside Fueling Facility owners and operators. The course teaches the skills required to respond to Oil/Petroleum Products/Hazardous Substances including fuel spills that occur in marinas, fuel service stations for boaters and waterside fueling facilities. Extreme Cold Weather Oil Spill Response Course (EXCWC) This 3 day/24 hour hands-on course provides OPA 90 compliance for preparing responders for a Worst Case Oil Spill in the Most Adverse Conditions. In many parts of the country, Extreme Cold Weather is the Most Adverse Condition for Oil Spill Response. The course teaches basic skills required to respond to Oil/Petroleum Product/Hazardous Substances spills occurring on Ice and Snow Environments. Topics include Ice Characteristics, Containment Techniques and Strategies for Moving Ice. Field Exercises include Ice Slotting Techniques and Surface Removal Techniques. Hazardous Waste Operations & Emergency Response Course (HWOER) This 24 hour/3 day hands-on course is designed to meet OSHA HAZWOPER requirements for First Responders at the HazMat Technician Level for Oil/Petroleum Products and Hazardous Substances. Topics and Field Exercises include Personal Protective Clothing, Protective Breathing Apparatus, Risk and Site Assessment, Governmental Regulations, Level A Encapsulated Suit Exercise and Level B/C Decontamination Exercise. Qualified Individual Training Course (QI) This 24 hour/3 day course is designed to train designated Qualified Individuals to perform the duties associated with this position as required by OPA 90, EPA, US Coast Guard, DOT RSPA, MMS and OSHA 1910.120(q)(6)(v). Topics and exercises include Roles and Responsibilities of the QI, Government Agencies, Unified Command, PREP Exercise Program, Documentation Procedures, Media Planning, and Response Strategies. Previous Government Engagements

 

During the past three years, DOWCAR has had the opportunity to provide training to a variety of governmental agencies including the EPA, US Air Force, US Coast Guard and the US Navy.

 

Project Name: EPA Region 1 Inland Oil Response Training

Project Description: In working with the EPA Region 1 in New England, we were asked to provide Boom Deployment training to about 70 Federal On-Scene Coordinators and State On-Scene Coordinators. DOWCAR made all arrangements for the classroom, breaks and sleeping accommodations for both classes. We performed two three-day classes over two weeks utilizing our equipment trailer driven to New England from Taos, New Mexico. The goal of the training was to familiarize the participants with boom equipment and effective booming techniques in river environments.

Project Name: US Navy Mayport Custom Coastal Response Training

Project Description: The US Navy Base Harbor Operations in Mayport, Florida had the need to train their entire crew of 35 40 Personnel on booming techniques for 3 days in Coastal Water environments around the base. The goal was to train the crew to be able to respond to a spill and deploy boom in the tidal environments around the base for protection. This was to prepare them should their Worst Case Scenario including acts of terrorism occur as outlined in their Facility Response Plan.

Other Comments: Instructors flew to Mayport two days prior to the class to locate boom sites with Harbor Operations representatives who had been to other DOWCAR training courses.

 

Project Name: Eglin Air Force Base Coastal and HAZWOPER Training

Project Description: The goal was to provide training to Air Force personnel on Coastal Boom Deployment techniques and provided HAZWOPER training. Eglin AFB personnel were to be trained on boom deployment to protect sensitive areas around this facility including marinas. Also included in this week long training is HAZWOPER training. On the final day of training, a full-scale boom deployment scenario and exercise is facilitated by DOWCAR which incorporates both HAZWOPER and boom deployment elements.

Other Comments: This course is already scheduled for 2005 once again and has been conducted since 1995 for this base. Each day builds on the next leading to the final exercise which is conducted as a mock drill. Students are given a scenario and must organize themselves, suit up in the correct Personal Protective Clothing and make an initial site entry, decontaminate the entry team, determine where to boom and then deploy boom appropriately utilizing the resources at hand.
