LOGWORLD Planning and Consultation Services. These LOGWORLD services are integration activities requiring in-depth logistics management expertise and excellent customer partnering skills. PBGS has demonstrated these abilities on numerous projects. We worked closely with the Federal Emergency Management Agency (FEMA) to enhance FEMA s materials requirements planning capabilities by implementing an integrated inventory management system with electronic reporting capabilities for FEMA s regional support centers. We partnered with the United States Postal Service (USPS) to study materials capacity requirements at the Express/Priority Mail Service Center (EPMSC). In performing these and other assignments, PBGS assesses requirements and needs based on client inputs; identifies options based on marketplace survey alternates and our experience and knowledge of the field; assesses the business case validity and potential return on investment (ROI) of systems, approaches and methodologies; and recommends solutions that improve the efficiency, effectiveness, timeliness, and responsiveness of supply chain services.

 

LOGWORLD Operational Activities. LOGWORLD offers GSA customer agencies a source for supply chain operations support ranging from asset/materials management; to property maintenance, repair, and disposition; to order processing, fulfillment, and warehouse operations. PBGS provides LOGWORLD users with the extensive expertise, experience, and resources needed to maximize supply chain resource efficiency and deliver products according to customer expectations. We currently lease over one million square feet of space in support of logistics operations at facilities that use integrated warehouse management and automated order fulfillment systems using computerized carousels, automatic (bar code and radio frequency (RF)) materials tracking tools, and sophisticated order processing software. At these facilities, our staffs manage the broad range of material types (from oversize single-sheet maps to board-level computer components) appropriate to LOGWORLD users diverse needs. Because we specialize in the logistics management field, PBGS invests in the knowledge that allows us to remain current in this evolving area. We participate in professional organizations such as the National Property Management, Fulfillment Management, and Facilities Management Associations. PBGS also offers its clients significant enhancements. For example, we implemented a paperless warehouse capability in support of USPS mail processing equipment maintenance activity and established MRO management and support activities, and a parts recycling program in support of 360 USPS field sites. Our corporate staff of systems and network specialists developed an automated warehouse and fulfillment management resource based on the Thoroughbred business application package that we have customized and implemented in support of USPS Express and Priority mail products customers and that provides remote order submission capability. PBGS structures supply chain operations to maximize inventory velocity, enhance order processing throughput, and reduce storage volume and cost. We structure warehouse and fulfillment management systems to collect detailed processing data, which we use to forecast workload and inventory needs. We integrate the capacity for flexibility and rapid response to dynamic logistics support needs into operations through effective use of accurate inventory and order status and location information.

 

LOGWORLD Supply/Value Chain Infrastructure Support Services. Infrastructure services available via LOGWORLD enable GSA s customers to maximize the effectiveness, efficiency, and long-term return on their supply chain investments. PBGS performs these services on many of our projects and has repeatedly demonstrated that they materially contribute to our ability to meet and often exceed client and contract expectations. PBGS follows industry and federal standards in managing supply chain configurations and platforms of all types. We flow down contractual provisions to vendors and in acquisitions agreements. PBGS works in close partnership with our clients in information and materials handling system life-cycle activities (including modernization efforts and legacy conversion assignments) to ensure they accurately reflect customer needs and best-of-breed current technologies and practices. 874-502 Acquisition Logistics

Integrated Logistics Support of a product or system throughout its life cycle. Services may include Acquisition Logistics or Integrated Logistics Support associated with the design, development, test, production, fielding, sustainment, and improvement of cost effective systems including the eventual disposal or salvage of these systems. Contractors may provide logistics expertise in the pre-production or design phase of systems to ensure that the system can be supported through its lifecycle and that the infrastructure elements necessary for operational support are identified and acquired. These services may continue through the life cycle of the system or product and include guidance, assistance and/or operational support.

 

Pitney Bowes Government Solutions Experience

PBGS performs acquisition logistics activities in support of 10 ongoing contract engagements, such as our Mail Transport Equipment Service Centers (MTESCs) or Express and Priority Mail Supply Centers (EPMSC) projects. As part of these efforts, we have designed, built out, and equipped distribution facilities totaling more than one-half million square feet, acquired equipment valued at over $8M, and supported supply chain operations contracts worth more than $150M.

 

Participation in or consultation to concept development or integrated process teams IPT. PBGS has worked closely with USPS planners in designing and building out three large MTESCs and the Indianapolis Repair Facility (IRF). In working with Government design/development groups, we use our managers extensive supply chain management experience to provide design alternatives and specification data, perform alternative analysis, and advise the Government on topics such as the most efficient locations for repair facilities.

Perform needs assessment. PBGS uses customer specifications to design an assessment approach, then collects information and analyzes data (e.g., anticipated order and storage volume) to identify needs. We report results to planners and IPTs and structure recommendations based on the needs identified.

 

Define and establish program objectives, strategies, plans, and schedules. PBGS builds on customer requirements (as we did on MTESC facility shell specifications provided by USPS) to develop strategies, plans, and schedules that ensure facilities and other resources are available within contract and program objectives. We use state-of-the-art procurement and project management tools such as Microsoft Project and Harvard Project Manager to monitor status against objectives, plans, and schedules and to develop reports for our clients.

 

Develop milestone documentation. PBGS develops accurate documentation that clearly indicates status against milestones for efforts such as our MTESC projects, where we were tasked with completing interrelated design, acquisition, and build-out tasks in sequence to bring a facility on line within a tight schedule. We use milestone documentation as an effective internal tool for assessing schedule progress and cost and resources against budget. We also integrate milestone documentation into customer reporting tools.

 

Market research and acquisition planning. PBGS remains current on evolving products and practices through association memberships and our operational activities (as discussed above). We use this information as a basis for researching market alternatives and planning their acquisition. As an example, PBGS assessed real estate alternatives in targeted MTESC locations, chose the most efficient shell facilities based on our experience operating other distribution facilities, analyzed benefits and costs, and made acquisitions decisions based on the most appropriate decisions for this USPS project.

 

Material requirements identification, planning, acquisition, and management. PBGS develops material requirements based on intended use, volume, location, project objectives, cost considerations, and customer specifications. We carefully plan the material acquisition process to ensure delivery as required within the larger implementation schedule as we did for efforts like EPMSC. PBGS selects vendors based on performance history and cost, and manages their services with an automated purchasing package (Dynamic Software QP Gold II), a process we followed in planning and managing the acquisition of nearly $6M in equipment for our MTESC sites.

 

Develop specifications or performance-based work statements and task estimates. PBGS bases vendor specifications on contractual requirements. We flow down contractual provisions to vendors and use automated tools to track delivery milestones and requirements.

 

Develop document and support maintenance procedures and technical manuals. PBGS develops comprehensive plans to ensure timely preventive maintenance and efficient repairs. We retain manuals on site with equipment and centrally manage the maintenance process from our corporate headquarters to best coordinate vendor efforts.

 

Configuration and data management and related documentation. PBGS tracks equipment configuration information at the level required for effective maintenance and property management. As an example, we track items at the component level at our USPS Critical Parts Center (CPC). We can establish data management tools capturing document information ranging from fault incidence to customer service satisfaction. We use this information to improve acquisition efforts and forecast resource needs.

 

Develop and monitor funding plans. PBGS uses Deltek * verify and tools like MS Project Manager and Excel to establish budgets and procurement schedules and to monitor performance. We use performance against plan information for reporting purposes and as an internal management and planning tool.

 

Support packaging, handling, storage, and transportation operations. PBGS performs acquisitions logistics activities supporting supply chain operations on 10 contracts with a total value of over $200M. Our management team assesses packaging, handling, and transportation management technologies as they evolve and then recommends improvements to our customers. We infuse improved approaches and systems at our facilities as they are proven in effective supporting warehouse, fulfillment, and distribution functions.

 

Supply chain integration planning. Fully integrated supply chain operations provide significant cost savings and facilitate effective materials management and on-time delivery. PBGS assists USPS in planning and implementing integrated supply system capabilities in support of EPMSC and CPC using automated tools that track order and part information. As part of this process at CPC, we have made recommendations enhancing system architecture by increasing integrated functionality. We use information resulting from these tools as a basis for communications, coordination, and collaborative planning with USPS.

 

Inventory or asset management. PBGS customizes the Thoroughbred business applications package to customers individual inventory management needs. We manage assets according to customer property regulations using purchasing management systems.

 

Vendor management. PBGS has extensive experience managing vendors in support of its EPMSC and IRF projects. Our clearly defined procurement processes and excellent reputation for prompt payment have allowed us to develop exceptional vendor relationships.

 

 

Conduct field problem analysis and recommend corrective action. PBGS identifies and assesses problems before they become significant issues on all of our projects. We recommend solutions that are cost-efficient alternatives meeting project objectives and conforming to customer priorities, then work in partnership with clients to plan and implement the selected option. PBGS uses field problem analysis outputs as lessoned learned training materials for our management team.

 

Spares modeling. Effective spares management reduces downtime and inventory costs. PBGS monitors fulfillment equipment performance at USPS Hub and Spoke (HASP) to identify and recommend parts enhancements that increase uptime as part of USPS spares modeling program. We also document and analyze part failures as inputs for USPS models.

Functions related to scheduling, optimizing and managing movement of products and services. Services may include planning and design, implementation, or operation of systems or facilities for the movement of supplies, equipment or people by road, air, water, rail, or pipeline.

 

Pitney Bowes Government Solutions Experience

PBGS performs on three large contracts that use national distribution networks in environments characterized by stringent delivery and efficiency requirements. As part of these contracts, PBGS has worked closely with customer (USPS) representatives to analyze distribution requirements, assess alternative delivery structures, design facilities and procedures that support efficient distribution and delivery approaches, and structure delivery and distribution strategies to achieve cost-efficient, timely services. Our partnership with USPS in designing, implementing, and operating these efforts has allowed us to develop significant expertise in LOGWORLD distribution and transportation logistics areas such as distribution system assessment, development, and management; location assessment; network analysis; and freight management. The paragraphs below discuss our understanding of these topics and our approach to performing work in them via LOGWORLD tasking.

 

Distribution system analysis, development, and management. PBGS organizes distribution system analysis and development efforts to achieve the best combination of timeliness and cost-efficient operations. We design distribution services management approaches to achieve the highest levels of flexibility, responsiveness to client and customer (in this case, the recipients of distribution activities), and effective operations.

 

Where appropriate, we use approaches such as value engineering, analysis, and management techniques in partnership with our clients to assess cost impacts and identify cost reduction opportunities, identify risk factors and define risk mitigation techniques, assess facility and distribution system components and designs, structure efficient procedures, improve schedules, reduce waste, and define effective quality management factors. The PBGS management team s more than 115 total years of experience in all aspects of supply chain operations is invaluable as a comprehensive knowledge base in performing these activities. We structure analysis outcomes according to our client s requirements, which may be a written report, a briefing, or a combination of the two.

 

We develop distribution system components based on analysis results and/or client direction and by taking advantage of current technology. PBGS uses automated products such as AutoCAD, Auto Desk, and Visio to model distribution center floor plans and assess the value of cross-docking versus linear dock layout approaches, productivity tools like MS Project Manager to develop project schedules, and products like Logistics Executive to collect metrics about distribution and transportation management activities. We implement automated fulfillment systems that allow us to sort packages for effective routing, and use automated package tracking systems to monitor delivery.

 

PBGS uses up-to-date status information to integrate distribution functions with supply chain activities, ensure timely delivery, and maximize distribution efficiency. We are also familiar with Web-based transportation management tools that use the Internet as a messaging and status reporting system and that provide a vehicle for collaborating with shippers and carriers, automated load offer and delivery mode status reporting systems, and transportation network optimization products, such as Schedule Analyzer II: Scam II, that can significantly improve management control over the distribution process.

 

Location modeling and distribution network analysis. PBGS establishes location models by determining fixed factors such as supplier and customer location and facility dimension and resource (labor, equipment, materials, and utility) requirements. We establish variable factors in areas such as labor costs, labor skill mixes, building cost, and operational costs (such as state and local taxes, labor laws, and utility costs). PBGS managers then compare variable costs associated with different sites (using the fixed factors as a base) to determine the most effective location. We also consider intangibles such as customer organiza tion/agency priorities, public perception and goodwill, community quality of life and other factors such as workforce availability, access to various modes of transportation, community infrastructure (such as highway and communications system quality), and the access to vendors needed for service and equipment maintenance.

 

PBGS uses linear analysis techniques in assessing transportation networks to determine least cost to delivery. We assess route alternatives; customer location and preferences; alternative transportation modes, their reliability, and availability; schedules and timeliness factors; delivery paths and consolidation points; and overall operating costs and timeliness. We work cooperatively with our customers and with shippers and other transportation vendors to collaboratively assess alternatives and develop the most appropriate distribution techniques for a given location and assignment.

 

PBGS is familiar with automated network analysis and optimization tools used to model transportation time and alternatives, online shipping procurement tools, and Internet-based activity shipment monitoring tools. We organize warehouses to optimize shipping activities by using efficient docking configurations and balancing operating space with storage space.

 

Freight forwarding, consolidation, and management. PBGS uses effective freight management techniques to provide USPS with significant efficiency and cost savings. For our EPMSC project, PBGS evaluated freight delivery requirements and found that almost 30% of deliveries were routed to destinations in the southern California area. As a result, we established a distribution center in Hayward, CA to service this area. PBGS is currently assessing location factors to determine the value of locating a third site (in addition to our Midwestern location) in New Jersey. Through an analysis of freight forwarding activities and consolidation techniques, we found that freight from our EPMSC Indianapolis site could be delivered direct to 9 of 16 USPS bulk mail centers (BMC) by reprogramming our warehouse management system (WMS) to sort packages on the first three zip code characters (BMC designators). This approach eliminated the need to ship to the local BMC and then reconfigure and consolidate loads for reshipment, an approach that provided significant cost and delivery time savings.

 

PBGS establishes critical paths for delivery systems and then examines associated costs, constraints, and efficiencies. We then assess alternate shipping modes and capabilities of various shipping vendors to determine the most appropriate techniques to benefit our overall distribution strategy.

PBGS wide range of supply chain management activities, the expertise of our more than 500 logistics services staff, and our corporate resource base (including in-place automated, logistics management systems, equipment, and facilities infrastructure) allow us to offer GSA s customers support across the entire spectrum of deployment logistics areas.

 

Contingency planning. Many of our assignments involve critical material management and distribution services. As an example, our CPC project plays an essential role in ensuring USPS automated mail management infrastructure continually operates at peak efficiency by rapidly and reliably providing critical parts to USPS field repair locations. PBGS develops backup, contingency, and disaster recovery plans in support of all of its supply chain support contracts. PBGS management team assesses potential failure points and develops strategies that ensure the continuity of essential functions. These experiences allow us to offer planning support ranging from system backup plans, to establishing critical spares inventories, to cross-training plans, to planning and implementing hot and cold site backup facilities.

 

Material and property requirements planning, movement, storage, and accountability systems. PBGS incorporates material and property requirements planning functions into all of our logistics services projects. We assess order processing, shipping, receiving, and storage requirements to model facility floor plans and docking configurations; develop dynamic rack use modeling tools that maximize storage efficiently; and monitor changes in packaging, order processing, and shipping requirements to ensure efficient use of resources and labor. PBGS uses RF and bar code tools to track material and property movement, and can establish resource management plans that allow us to know the exact location and status of material and property to the detail level at all times. PBGS Thoroughbred system includes an inventory component that is an effective tool for managing storage, identifying reorder points, and accounting for material and property at the item level.

 

Asset management and visibility. PBGS coordinates with clients to develop asset management plans that meet client objectives in the most cost-efficient manner, examine asset acquisition approaches and select the one most appropriate, and provide accurate, easy-to-use tracking capabilities. For example, PBGS conducted a comprehensive evaluation of property acquisition options for our MTESC project to determine the best approach to implementing more than $6M worth of equipment. Based on a cost and benefit analysis, PBGS determined that a lease to ownership approach that transferred equipment ownership to the Government was the most cost-effective method for meeting equipment needs. As part of this process, we implemented an asset management system (Dynamic Software QP Gold II) for purchasing record keeping, analysis, and reporting. This system tracks asset information and provides a reporting capability on status, period to date, variance from plan, and other metrics for decision-making.

 

Regional and global resource capabilities identification and integration. PBGS has operated projects in virtually all parts of the United States and has developed a management orientation that facilitates broad-based planning, coordination, and integration efforts. As an example, PBGS has established national supply, installation, and repair resources that support our IRF project. PBGS identifies suppliers, installers, and third-party repair companies in different regions of the United States to support repair and maintenance activities for this USPS contract. We perform regional market surveys to identify replacement vendors and then research and verify their capabilities, provide instructions and guidance to installers and repair personnel, and develop and implement quality control methodologies applicable across regions. PBGS information and network services staff maintain a corporate Internet site ( www.pb.com/governmentsolutions ) that could be adapted to create an extranet capability that would be used to integrate and manage resources on a regional or global basis if a task order customer required this level of support.

 

Public and private sector resource management. PBGS is well known for its ability to disseminate resources (particularly information resources) to users. We perform these functions either in response to requests or as part of ongoing dissemination efforts based on sending related items to information users whose names have been included on mailing lists. PBGS implements call center operations that facilitate access to information and order submission and provides continuing staff training on customer relations. We structure facilities, systems, equipment, resources, and procedures to handle high-volume order processing, large numbers of transactions for the same items, and fluctuating workload. PBGS works closely with clients to forecast demand and identify request trends.

 

Communications and logistics systems design, planning, and operation. PBGS supports each project with automated communications systems that are appropriate to the assignment. We use logistics systems provided by our clients or implement customized applications using our own resources. Early in PBGS development we recognized the need for a robust, flexible automated tool that could support the full range of supply chain operations, facilitate integration, and easily lend itself to customization. PBGS selected Thoroughbred Software International s product suite for this function. Thoroughbred is a database-driven, object-oriented package that operates in a UNIX environment; uses the IDOL database package and fourth-generation programming capabilities; and supports a high degree of openness, flexibility, and scalability. PBGS provides customers who require it the ability to submit orders using a dial-up modem capability. The Thoroughbred product supports Internet-based electronic data interchange communications. PBGS is currently considering the development of Internet-based order submission solutions that would provide global communications capabilities.

 

Medical and emergency unit storage and restocking management. PBGS responds to emergency requests in support of FEMA s disaster field offices as part of its National Publications Storage and Distribution Center operations. We assemble multi-pallet emergency orders of forms and publications for Federal Express shipment, usually within 12 hours of receipt. We assign pagers to designated managers so that a PBGS staff member is available to receive distribution orders whenever an emergency with likely FEMA involvement occurs. We also establish telephone call trees to alert staff quickly and implement training to ensure staff understand where and how to report for work in response to an emergency order. PBGS managers have established close liaison relationships with FEMA and with expedited delivery carriers to ensure that delivery information is clear and readily available and that pickups are made efficiently. Our Thoroughbred WMS includes the capability to create disaster-specific codes and track emergency response actions individually.
