The agency s
origins stretch back to 1966 when Congress created a network of Regional
Educational Laboratories (RELs), two of which, Far West Laboratory and Southwest
Regional Laboratory, joined in 1995 to become WestEd. We continue to serve the
states of Arizona, California, Nevada, and Utah as one of the nation s ten
regional laboratories, and the quality of our assessment work has earned us
designation by the U.S. Department of Education as lead REL in
assessment.
While WestEd s regional activity remains critical to our
work, our efforts have extended ever more widely throughout the United States
and abroad. We work with a wide array of clients and partners, from individual
schools to state agencies to national associations.
We recognize that learning and healthy development are
lifelong endeavors that go hand in hand. Our work focuses not just on what goes
on in school, but also in early childhood; in our children s homes, after-school
programs, and communities; in the training and development of those who teach
and guide our children; and in legislatures and other decision-making bodies
whose policies touch all of the above.
WestEd s seasoned staff have a wealth of diverse know-how
and experience. Among their specialties are educational assessment and
accountability; early childhood and youth development; program evaluation;
community building; and policy analysis.
While numbers are but a single indicator of WestEd's
strengths, they do point to a vibrant, growing, and innovative agency one with
over 450 full-time regular staff, over a third of whom are minority. We have 16
offices across the country.

Each of these programs conducts diverse work utilizing
resources from approximately 800 contracts. Supporting our work are hundreds of
clients and funders, more than half of which are local education agencies.
Agency revenue in the current fiscal year is approximately $70
million.
More importantly, our staff have consistently delivered high-quality work that makes a difference. Our capacity to meet the needs of clients throughout the country has deepened and widened as WestEd staff work increasingly across program boundaries and disciplines.
In recent years, this breadth of expertise has allowed us
to quickly assume a proactive role in helping states, districts, and individual
schools understand and respond to the extensive demands created by the passage
of major recent federal legislation. The No Child Left Behind Act (NCLB) touches
on virtually every aspect of public education.
WestEd s depth in accountability systems, teacher
professional development, and whole school reform is allowing us to support our
clients as they seek effective ways to meet new expectations and ensure that all
students become successful learners. Because of the sweeping nature of NCLB,
many of our programs are involved in various aspects of the implementation of
this federal law.
All WestEd programs share an ambitious goal: ensuring
successful learning and healthy development for everyone from infancy through
the adult years.
SIN 874-1 (Consulting
Services)- WestEd offers expertise in the following areas:
WestEd
designs and evaluates curricula for students and instructional materials for
teachers. From early childhood to high school, our work spans several diverse
subjects such as mathematics, science, and reading, with much work centered on
literacy. We offer professional development for elementary, middle, and high
school teachers, teacher leaders, paraprofessionals, and teacher educators;
publications and resources; and evaluation and
assessment.
WestEd
is committed to helping schools, districts, community organizations, and other
agencies understand whether a program is doing what it was intended to do,
whether it was implemented properly, and how it could be improved.
Our
staff perform dozens of analyses each year at local, state, and national levels,
including early intervention and infant/toddler care and education, national
school reform, community-based social services, k-12 education and more. Our
work involves development of resources, community development, and research
methodology.
Not
only do we uncover the efficacy of programs, but we also offer ways to help.
Through our broad network of programs and initiatives, WestEd can help you find
the best way to succeed in challenging times.
WestEd's
school improvement staff helps schools that fail to meet state or federal
achievement goals. To close the achievement gap in these under-performing
schools, WestEd employs a three-part strategy: First, we help schools, their
districts, and those who work with them plan, implement, and refine
research-based, comprehensive school improvement efforts. Second, through
publications, television programs, journal articles, and conference
presentations, WestEd contributes to a growing knowledge base of how
low-performing schools can improve student achievement. Finally, we bring
together research and practical experience to inform policymakers at all levels
as they make critical decisions designed to ensure all students succeed
academically.

Teacher Professional Development
As
early care education and social institutions take on increasingly complex work,
teachers and administrators are being stretched in more areas than ever before.
Today s educators are expected to help the most diverse student population in
history meet the highest education standards ever set. We can help.
For
school and district administrators, teacher leaders, and leaders of
community-based organizations, WestEd offers numerous products, services, and
initiatives, including leadership training, workshops, technical assistance, and
evaluation strategies.
As
well, WestEd's work with educators starts with infancy and spans the early years
and every grade level. We know that for educators, teaching is a complex,
non-routine, and responsive endeavor with a constantly shifting host of
priorities and factors. For that reason, we offer numerous supports, including
infant/toddler caregiver training, preservice education and continuing with
induction, inservice, and mentoring programs each designed to support
career-long growth and development.

Services) - WestEd offers expertise in the following areas:
WestEd
works extensively with schools and districts to gauge school and student
performance and make the best use of the results. Offering services in
development, implementation, and evaluation, we work with national, state, and
local clients on research-based solutions each geared to best assess the
performance of both teachers and students.
Specifically,
WestEd:
defines local standards that
align with state standards;
helps teachers adopt
standards-based instructional practices;
works with state and local
policymakers to ensure that student assessments align with the content students
are expected to learn; and
creates resource materials in
assessment design.
WestEd
not only identifies the level at which schools, districts, and individuals are
performing, but also shows them how to improve.
The
Healthy Kids Survey (HKS)
HKS
is a comprehensive and customizable youth self-report data collection system
that provides essential and reliable health risk assessment and resilience
information to schools, districts, and communities. Targeted at grades 5-12, the
HKS enables schools and communities to collect and analyze valuable data
regarding local youth health risks, assets, and behaviors. The survey is a
powerful tool that can help schools and districts meet all the new assessment
requirements of the No Child Left Behind Act (NCLB) for Title IV Safe and Drug
Free Schools and Communities by accurately identifying areas of strength and
weakness. It is designed to be part of a comprehensive data-driven decision
making process to help guide the development of more effective health,
prevention, and youth development programs.

Management Services) -
WestEd offers expertise in the following areas:
From
database design to creating online communities, interactive textbooks to
distance learning curricula, WestEd helps educators and students make full use
of new technology.
Our
staff works to enhance WestEd projects and initiatives with the latest
technologies, as well as contracts outside of WestEd with numerous clients,
including California Regional Environmental Education Community and the U.S.
Department of Education. Our reach in technology services is broad, including
designing interactive online databases to organize, manage, and share resources.
Interactivity features include uploading and downloading files and commentary.
Our services cover everything from simple online Web site brochures to highly
complex data management systems that support agency infrastructure
functions.
Educational Data Systems
(EDS)
WestEd offers EDS data services
to any
school, district, or education organization seeking to develop or enhance an
existing information system or database that provides student, teacher, program,
and institutional data
The EDS
team assists clients to design and implement data systems that measure student
progress and achievement, monitor teacher and school performance, and report
school accountability measures to local boards of education and state and
federal agencies. EDS
staff conduct initial consultations to understand the client s strategic goals,
help define the project, and ensure agreement about data requirements, data
system design, data usage, accessibility, and security. EDS staff then help
develop work plans, estimate costs, and implement project
activities.
What
Our Services Have Produced for Others: No
Child Left Behind (NCLB) System Audits.
EDS
staff review existing data collections and recommend ways to consolidate data of
different types and formats. EDS proposes automated solutions that districts and
schools can use for NCLB as well as other state and federal
reporting.
EDS also provides decision
support systems for program management and instruction.
