HNS and its affiliates have a thorough understanding of federal,
state, and local environmental regulations.
In accordance with our in-depth understanding of these regulations, we
were instrumental in developing EPA's current regulations on "Chemical
Fixation", "Stabilization/Solidification", "Leach Test
Protocols for Mine Tailings", and "Total Waste Analysis." We are also co-authors of "Guidelines
for the Regional Program Managers for the Evaluation of Chemical Fixation
Technology."
Numerous clients avail our many services ranging from NPDES
permitting to RCRA and CERCLA compliance as we strive to stay ahead of
regulatory changes and up-dates. HNS
has specifically provided technical advice to clients involving the following
environmental concerns:

for the electroplating industry.
2. RCRA and CERCLA
for U.S. EPA's Superfund and NPL hazardous waste sites.

permits for landfills.

application, risk analysis for the radioactive waste melter at Hanford,

quality for the metal powder industry.

quality involving the furniture industry's volatile solvents.
7. 10 CFR 61 regulations
for numerous clients.
8. RI/FS studies and
performance standards based on federal and state regulatory agencies.

pH, NO3/NO2, phosphate, ammonia and other parameters for sewer treatment plants
at various cities in Missouri, Arkansas, Texas, and Indiana.

from data obtained by tests with "pocket mouse" and "fathead

As an environmental company, including affiliates, today HNS has a
combined environmental industry experience of 36 years (HNS - 8 years,
Sudharsan - 10 years, RMC - 18 years.)
HNS acquires the latest revisions available of all new
environmental regulations in electronic form and utilizes them specifically as
needed. For instance in Missouri, when working
for NPDES permit holders, requirements are to reference their regulations in
citing permit number in all reports.
HNS prepares and reviews documents such as preliminary site
assessments, remedial investigations, feasibility studies, and remedial
designs. These documents will be based
or reviewed on local, state and federal regulations. We can also provide performance evaluation criteria for any
chosen technology.
We have the capability to provide engineering and documentation
services for the following remedial areas / technologies.

(engineer, design in chemical/biological sciences) for environmental
compliance.

leaching of lead, cadmium and several other metals into ground water
system. Our staff members are quite
knowledgeable in local, state and federal compliance standards. We have also negotiated special compliance
standards in several court cases. We
have retained several former EPA officials who have in-depth knowledge in this
area. Cost savings or reduction were at
~$500 million.

Auditing and Compliance with Environmental Regulation: HNS has a
considerable degree of experience in environmental compliance audits.
Most of our auditing work has been done for municipalities, city
governments, utility companies, air quality audits for manufacturing companies
(TV plant, metal powders, furniture, etc.) and discharge audits for
electroplating.
Our staff has long standing experience in providing training in
several environmental areas. We have
been providing training to U.S. EPA's regional program manager on recent
developments in waste management technologies.
We have also been providing training seminars through the Hazardous
Materials Control Research Institute (HMCRI) for environmental
professionals. Our staff also
undertakes periodic training in HAZMAT and other training programs.
HNS has provided a multitude of services in the area of waste
management. We have reviewed site
plans, designed treatment processes, set up monitoring wells, and conducted
RI/FS for several clients including landfill owners and city governments. We have generated stand-alone documents for
every aspect of waste management. We
have provided remedial services to clients such as "Sinclair Oil",
"Reynolds Aluminum Co.", "Ebasco", "Foster
Wheeler", "Baltimore Port Authority", and the "U.S. EPA's
Regions I-X" in various capacities.
Our services include: engineering, design, environmental compliance,
RI/FS, treatability studies, performance standards, closure and long term
monitoring, as well as negotiations with local, state and federal regulatory
agencies.

Award is predicated on commercial pricing. Hanford Nuclear Services, Inc. has named
Sinclair as their Most Favored Customer.
Sinclair receives a 5% discount from list prices. Pricing is based on Hanford Nuclear
Services/RMC Laboratories Commercial Rates for Our Services, dated January 1,
1997.

10.
Contractor shall pay the Industrial Funding Fee of 0.75% of sales,
in accordance with clause 552.238-74.
11.
In accordance with clause 552.238-72, contractor must report the
quarterly dollar value of sales under the contract by calendar quarter on
electronic GSA Form 72A.
12.
The Economic Price Adjustment will be effective May 15, 2001 and
each May 15 through May 15, 2004 (for the year May 15, 2004 through May 14,
2005). If this contract is extended for the option period the same principle
will apply.
13.
Hanford Nuclear Services, Inc. has an approved accounting system
to track labor hour task orders and is authorized to accept labor hour task
orders when determined appropriate by the task ordering agency.
14.
Other Direct Costs (ODCs) will be listed as separate line items
and identified as 'open market charges'.
These Other Direct Costs will be negotiated by the task ordering
official when the task order is issued.
When ODC's are valued over $2,500.00, all pertinent acquisition
regulations must be followed.
15.
READ CONTRACT CAREFULLY:
This award covers indefinite quantities or services. No performance or delivery is required until
order(s) are received.
16.
