Service Contract Act (SCA) Matrix for SCA-Eligible Labor Categories |
The
Service Contract Act (SCA) of 1965 is applicable to this contract and
it includes SCA applicable labor categories. The prices for the
indicated SCA labor categories are based on the U.S. Department of
Labor Wage Determination Numbers identified in the matrix. The
prices offered are based on the preponderance of where work is expected
to be performed and should Shaw perform work in an area with lower SCA
rates, resulting in lower wages being paid, the task order prices will
be discounted accordingly. |

Project/Program Director Duties: The Project/Program Manager directs all technical, business development, project execution, and administrative activities for the project. Specific duties include: preparing business plans, controls labor utilization and indirect costs; analyzing financial performance; responsible for project profitability; maintaining appropriate staffing levels, managing projects and clients, conducting performance and employee evaluations, and developing an organization that fosters communication and teamwork.Education: Postgraduate degree in Business, Management, or an appropriate technical discipline. Experience: Minimum 15 years’ project management and supervisory experience. |
Senior Staff/Technical Consultant Duties: The Senior Staff/Technical Consultant provides senior level support and coordinates technical resources for projects. Specific duties include: performing detailed technical reviews of investigations and design documents; providing support to the program on customer-requested initiatives, cost saving measures, and quality improvement efforts; and managing technical staff, assigning technical labor resources to projects, and providing senior level technical expertise.Education: BS (MS preferred) in Business, Management, or an appropriate technical discipline. Senior Project Manager Duties: The Senior Project Manager is assigned as the lead managerial position and is responsible for the safe and successful completion of the project. Specific duties include: organizing and directing all project activities; primary contact for all project activities; ensuring the project is in compliance with applicable regulatory requirements, design specifications, contract terms and conditions, safety practices and procedures; is completed on schedule and within budget; and to quality standards; project staffing; coordinating operations and technical resources; and all financial issues including project variance reporting, cost engineering, scheduling, and billing issues. Project Manager II Duties: The Project Manager II directs the preparation of work plans, supervises project teams, and manages project budget/schedule. Specific duties may include project development and growth; supervising existing field staff; hire and supervise potential new hires; serve as principal investigator and/or technical consultant; and administer company quality, safety, and administrative policies. Education: BS in Business, Management, or an appropriate technical discipline. Experience: Minimum 10 years’ related experience. |
Staff/Technical Consultant Duties: The Staff/Technical Consultant is generally the lead technical consultant on the project. Specific duties include: providing technical support; coordinating technical resources for the project; performing detailed technical reviews of investigations and design documents; assigning technical labor resources to projects, ensures workload leveling, proper skills and experience matching; and proper utilization of project resources. Education: BS in Business, Management, or an appropriate technical discipline. Experience: 5 to 7 years’ related experience. |
Sr. Health & Safety Specialist Duties: The Sr. Health & Safety Specialist is responsible for the implementation and oversight of the health and safety (H&S) program, developing site H&S Plans, and implementing client H&S specifications. Other duties include managing project H&S staffing needs; investigating accidents/incidents; performing safety audits; conducting H&S meetings; and preparing H&S reports. Education: BS in Business, Management, or an appropriate technical discipline. Experience: 8 years’ related H&S experience, CSP or CIH is required. |
Sr. QAQC Specialist Duties: The Sr. QAQC Specialist verifies project compliance with client and company procedures, policies, and protocols. Specific duties include: maintaining and implementing the Project Quality Control Plan; investigating recurring problem areas and coordinating appropriate corrective action; ensuring quality of all work; conducting control inspections; holding weekly QC meetings; and interfacing with the client representative and Project Team on all issues concerning quality. Education: BS in an engineering discipline. Experience: 6 years’ related experience in developing and managing quality programs. |
Project Manager I Duties: The Project Manager executes the on-site work under the direction of the Senior Project Manager. Specific duties include: overall management and coordination of individual tasks; and serve as the point of contact with the client for performance of all work under the order. Sr. Data Management Specialist Duties: The Senior Data Management Specialist manages the development of the custom construction-management software for the project. Health & Safety Specialist II Duties: The Health and Safety Specialist II ensures the safety of project sites, facilities, and personnel through the formulation and implementation of site safety and emergency plans that comply with Shaw, OSHA, and EPA policies and regulations. Specific duties include: investigating accidents/incidents, developing hazard analyses, developing and implements in-house safety and health training courses. Education: BS in Management or related technical discipline. Experience: 3 to 5 years’ directly related experience. |
QAQC Specialist II Duties: The QAQC Specialist II develops and implements the project’s quality control procedures and plans to assure conformance with corporate policies. Specific duties include: evaluating the effectiveness of the quality control program through periodic reviews and/or audits; reviewing design drawings, specifications, work plans, and other documents for compliance with Shaw and client standards; reviewing and approving procurement documents and selecting appropriate levels of quality documentation to be required of the suppliers; and assigning QC staff to the project. Education: BS in Management or related engineering discipline. Experience: Minimum 6 years’ related experience in developing or management quality programs. |
Project Engineer/Scientist IV Duties: The Project Engineer/Scientist IV performs studies and technical activities to arrive at the most cost-effective, reliable technical solution. Specific duties include: performing detailed analysis of complex project issues; monitoring applicable regulatory requirements and keeping abreast of regulatory trends; making sound decisions or deciding course of action; solving problems quickly; and he/she may serve as project manager on technical projects in his/her specific area of expertise. Education: BS or MS in engineering/scientific discipline. Professional registration or certification is required. Experience: Minimum 9 years’ relevant experience. |
Project Administrator III Duties: The Project Administrator III is responsible for the performance of all project business administrator functions to ensure tasks are completed in an efficient and effective manner and in accordance with Shaw procedures. Specific duties include: responsibility for PBA functions at multiple projects and offices; generating the daily cost report, ensuring receipt and compliance of subcontractor payrolls, overseeing field time keeping procedures, and contract act time recording. Education: BA in Accounting or Business or related field. Experience: 10 years’ field project experience. |
Data Management Specialist I Duties: The Data Management Specialist I analyzes microcomputer requirements for the project, including evaluating hardware/software, installation, maintenance, and troubleshooting of equipment. Specific duties include reviewing requirements for new equipment; ensuring existing equipment is fully utilized; and ensuring the essential project management systems are operational. Education: BS in Computer Science of equivalent technical training. Experience: 1 to 3 years’ related experience. |
Project Engineer/Scientist III Duties: The Project Engineer/Scientist III provides technical support in all phases of work from investigation through remediation. Specific duties include: evaluating, selecting, and using standards, techniques, procedures, and criteria for technical projects; performing detailed technical analysis of complex project issues; monitoring regulatory requirements; publishing papers in area of expertise; establishing scope, schedules, and cost controls consistent with client objectives; and managing mid-sized technical projects, possibly serving as the technical manager. Education: BS or MS in engineering/scientific discipline. Active pursuit of professional registration or certification is preferred. Experience: 3 to 5 years’ relevant experience. |
Project Engineer/Scientist II Duties: The Project Engineer/Scientist II plans and conducts engineering/scientific work in accordance with standards, techniques, and criteria. Specific duties include: performing technical analysis of project issues in his/her area of expertise; publishing papers; planning and performing tests for field projects; working on all phases of a project from investigation to remediation; managing small technical projects in his/her area of expertise, and may serve as a technical task manager on projects. Education: BS or MS in engineering/scientific discipline. Active pursuit of professional registration or certification is preferred. Experience: 3 to 5 years’ relevant experience. |

Health & Safety Specialist I Duties: The Health & Safety Specialist I is involved directly with the project team to ensure compliance with all Shaw, OSHA, and EPA policies and regulations. He/She assists the Health and Safety Manager in project related duties such as Site Health and Safety Plan preparation, site walks, pre-construction meetings, and the planning and procurement of safety equipment. He/She maintains health and safety monitoring equipment, training materials, and project health and safety files. The Health and Safety Specialist also conducts in-house training relevant to field operations. Education: BS in related discipline. Experience: 1 to 3 years’ related experience. |
QAQC Specialist I Duties: The QAQC Specialist I provides Quality Control support to the project. This person understands the three-phase process of Quality Control Inspection in accordance with Shaw and client procedures. He/She participates in field inspections, safety audits, and reviews of the Quality Control Program for the project. Other duties can be assigned at the discretion of the QAQC Manager. Education: BS in engineering, architecture, or equivalent discipline. Experience: 0 to 3 years’ related experience (may be substituted for degree). |
Project Engineer/Scientist I Duties: The Project Engineer/Scientist I position works on a wide variety of technical projects from investigation through remediation/construction. Specific duties include: compiling data for project reports; collecting and compiling field data; assisting in proposal efforts; documenting technical data for management review; assisting with preparation of labor/material estimates and design packages for clients. Education: BS or MS in engineering or scientific discipline. Experience: 0 to 3 years’ relevant experience, or combination of education and experience. |
Senior Environmental Technician Duties: The Senior Environmental Technician performs environmental, engineering, and/or scientific tasks of a routine nature. Specific duties include: collecting/compiling field data; documenting technical data; analyzing data using non-conventional methods; identifying discrepancies in data and resolving problems; identifying procedural or equipment problems; recommending procedural or equipment improvements; supervising less experienced personnel; providing guidance on policies and procedures; and performing routine quality control checks of documents and data reports. Education: BS in scientific discipline. Experience: Minimum 2 years’ experience as an Assistant Engineer/Scientist or equivalent combination of education and experience. |
CAD Operator II Duties: The CAD Operator II supervises CAD operators in the production of graphical work. This person works closely with engineers, designers, and administrators to prepare finished drawings and figures of an unusual or complex nature for various design packages. This position coordinates with other departments as directed by the design originators. This position provides advice and guidance, and makes work assignments to subordinates. Education: AS in computer graphics or related discipline. Experience: 3 to 5 years’ related experience. |
Staff Engineer/Scientist Duties: The Staff Engineer/Scientist position works on a wide variety of technical projects. Specific duties include: compiling data for project reports; collecting and compiling data; documenting technical data for management review; assisting with preparation of labor/material estimates and design packages for clients. Education: BS or MS in engineering or scientific discipline Experience: 0 to 3 years’ relevant experience, or combination of education and experience. |
Environmental
Technician III Duties: The Environmental Technician III performs assignments that include nonstandard applications, analyses, or the use of complex instrumentation in accordance with procedures. Specific duties include: analyzing technical data; identifying discrepancies in data and resolving less complex problems; identifying procedural or equipment problems; recommending procedural or equipment improvements; directing less experienced personnel; providing guidance on policies and procedures; and performing routine quality control checks of documents and data reports. Education: High school diploma. Experience: Training and experience equivalent to an AS degree in an engineering or scientific discipline plus 3 to 4 years’ related experience. |
Project
Administrator I Duties: The Project Administrator I is responsible for the performance of all Project Business Administration (PBA) to ensure tasks are completed in an efficient manner. This person mobilizes and demobilizes projects, including arranging lodging, communications, transportation, equipment, and field office set up. Environmental
Technician II Duties: The Environmental Technician II performs standard assignments involving a sequence of related operations in accordance with detailed instructions and standard operator procedures. Specific duties include: assists technical personnel in analyzing and evaluating technical data; performs standardized tests and calculations in accordance with clearly defined work plans; extracts technical data from prescribed but not standardized sources; reduces data manually and through use of computer software to prepare graphs, tables, or other reports for supervisory review; performs routine quality control checks of documents and data reports. Education: High school diploma. Experience: Training and experience equivalent to an AS Degree in an engineering or scientific discipline plus 1 to 2 years’ related experience. |
Technical
Assistant Duties: The Technical Assistant performs environmental remediation work and cleanup operations under the direct supervision of a lead worker/operations supervisor. Specific duties include common labor work, asbestos removal, chemical packaging, cleanup of oil and chemical spills; and environmental emergency response activities. Education: High school diploma. Experience: 1 to 3 years’ relevant experience encompassing remediation work and waste cleanup operations. |
CAD Operator I Duties: The CAD Operator prepares project drawings including layout, P&ID, and shop drawings. He/She provides drafted project drawings using the AutoCAD system. He/She prepares graphics for proposals and reports. Education: AS in Drafting plus formal training for AutoCAD Systems. Experience: 2 years’ related experience. |

Technician I Duties: The Environmental Technician I performs routine technical assignments (including data compilation and data evaluation) under direct supervision. Specific duties include: gathers and maintains specified environmental or technical data; performs routine data computation and data reduction activities using standard formulas and techniques; prepares standard departmental works on assigned work; follows clearly-defined procedures to manually or automatically collect, tabulate, and present environmental data; maintains proper working order of sensitive equipment and instruments; and performs routine quality control checks of documents and data reports. Education: High school diploma. Experience: General knowledge of the elementary principles of an engineering or technical discipline obtained through education, equivalent work experience, or a combination thereof. |
Administrative
Support II Duties: The Administrative Support II position performs routine but somewhat varied clerical duties in accordance with standard procedures. Some duties including: maintaining records; verifying information; preparing various forms; compiling and copying data; typing forms, reports or correspondence as required; and assisting with inventory/purchasing. Education: High school diploma. Experience: 2 years general clerical experience in an office environment. |
Assistant
